For what it's worth: the service light comes on at 3 months/X miles. The dealer told me that for my 97 GLT, it was 3,500 miles.

I ended up taking the bulb out of the dash in mine since I do my own oil changes and got tired of the light.

Not quite a low cost suggestion... IPD wants upwards of $800 for a tune.

Inmotion is cheaper but a lesser known company, Speedtuning USA will cost around $350.

I've always used a couple of layers of silicone tape on all of my cars, here and overseas, without any issues. I'll usually keep the existing washer and just have some silicone tape on the end of the bolt and the beginning of the washer. I'm sure that some will have issues with that, but it's worked...
