I had something very similar. I highly recommend a throttle body cleaning. Even a small amount of dirt makes a huge difference in your idle. It was like night and day. Its an easy start anyways.

Frequently in cold weather, the left side windshield washer nozzle (driver's side) does not spray any fluid. The other nozzles including the headlamp nozzles spray normally.

What type of problem is this that it is only observed in cold weather?

To start with the PS fluid type for your car is Dextron III. I don't know what, if any, effect the type F would have. If your adding every day, it's going somewhere. Climb under there and see where it's leaking.

The only other 2 options are salvage or to rebuild it yourself. For salvage try erievovo.com. They are kinda slow on email responses but they can tell you instantly if you call them on the phone.

A rebuild kit is around $50.00 and there is a good writeup in bay 13.
