I am pretty sure that you have gotten moisture inside of the distributor cap. Take it off, there are only 3 bolts, and inspect it for water droplets. It is a pretty straightforward job. I was able to do it with no instructions.
Just make sure you unplug everything slowly, take your time and be neat.

Figured out the mystery wire! The white lead is the 12V power source for the cooling fan. Took the car for a long drive and let it sit idle for about 10 minutes to get it nice and hot. That looks pretty bad. There is a big chunk missing off the lip and I doubt a tire would be able to seal itself to that rim. I wouldn't even go through the trouble to try fixing it.
