I am pretty sure that you have gotten moisture inside of the distributor cap. Take it off, there are only 3 bolts, and inspect it for water droplets. Wipe it clean with a clean dry rag and you should be sorted. This happened to me the first time I cleaned my engine. I was used to cleaning the engine...

Here is a very detailed writeup on dash removal for the 850/S70/V70.

It is a pretty straightforward job. I was able to do it with no instructions.
Just make sure you unplug everything slowly, take your time and be neat.

Figured out the mystery wire! The white lead is the 12V power source for the cooling fan. Took the car for a long drive and let it sit idle for about 10 minutes to get it nice and hot. Then carefully, while minding the fan, I touched the wire to the RED B+ starter wire. The cooling fan relay clicked...

That looks pretty bad. There is a big chunk missing off the lip and I doubt a tire would be able to seal itself to that rim. I wouldn't even go through the trouble to try fixing it. I am thinking the wire might be related to the Park/Neutral start switch circuit?
Reasoning that my 850 is a manual shift and functions perfectly.
