I just bought a used 1999 V70 with 90k miles and have a few questions re: the AC unit.

(1) The AC is working but is making a consistent loud clicking noise when turnd on. Is this normal?
(2) I've heard that only Volvo dealers can recharge the AC. Any truth in this?
