I took my car to a better trusted place (family friend that works at a dealership) and was told that my drive side lower control arm needs to be replaced.

You should have an OBD I unit on your '95, try checking the B5 port for codes and see how that goes. I replaced the airbag ECM in my '93 when my airbags were deployed and that would be another possible solution. Although you don't hear of those going bad on their own. Good luck. FIXED: 850 Turbo will not start
On the fuel pump when I pulled it out to check if any thing might look wrong, there was this small rubber tube that was loose.
I (put) it back where it was supposed to be, and after re-installing the pump, I started the car up the first time!

Well I do hear the pump humming when key is in pos II.
But I did press the pressure relief right before the fuel filter and it just dribbled out not in a spurt at all.
Is this a sign of a bad pump?
This is an urgent issue.

The fuel filter is somewhat new (replaced the original one in February). I also checked my fuses (which were all good), and I have not tried swapping a similar relay yet.

Well, I tried out both of your methods steve850, and I do have spark but the fuel rail is dry.

No start is either no fuel or no spark - sounds stupid to say it but true. I have a 96, so should be similar. Have you confirmed that there is gas up at the fuel rail? Look for a vavle like a tire valve and pole the pin, there should be gas. If not, i'd suspect the pump, seeing as you said this hap...
