Ok so 80,000 mile B5234T3, all new vacuum lines, wast gate set to four psi. and getting around 14 miles to the gallon. this is not normal right?

If I were you I would replace all fluids, go through all vacuum lines. Once this is done you should be fine trying to start it. after its running pull codes, go from there.

If your getting cold air out of one side of the climate control and not the other side I would tend to think it's a problem in your climate control not with the air condition compressor.

If it were my car I would start at the pump and work my way down, look at the high pressure line and the return line, look where the lines going to the rack, I check the boots on the rack to see if they're in good shape. if you look at all those places if it's leaking you will find it.
