Problem solved! It was the bulb integrity sensor. I had read that these things commonly fail after about 20 yrs or so, and can cause several problems with your various lighting circuits. Evidently the Lowbeams go through this sensor, but the highbeams do not, so that pretty well explains the ...

All of the fuses check out. I've read elsewhere that the Bulb Integrity Sensor can cause the lowbeams to fail. Any thoughts on this?

As far as I know it is working. When you switch from low to high beams, and vice versa, there is a click at the relay under the hood. I assume that means the switch is working fine. I have some extra headlights so I'll try them out to make sure it isn't a light issue, but I'm fairly certain it isn't.

I installed my rebuilt Midwest ABS module a couple days ago and so far do good! I haven't put very many miles on the car since the install (due to another car issue that was resolved today), but I feel pretty good about the fix. Thanks for the advice everyone.

I'll be ordering an ABS module today after I doublecheck the part numbers to make sure I'm ordering the correct one. Hopefully I can get this taken care of and move on to the next issue...
