Check the cig lighter fuse...if it's ok then check if there is even a connection from the fuse box to the cig lighter...the connection was missing in my '01 s40. As for the water sounds I have the same thing..no big deal though, my dealer says it's normal.

I dunno about the other stuff that is wrong but in my S40 my cig lighter does not work either and after poking around I found that the connector from the fuse box to the lighter is missing.
