All one has to do is, get the ABS module out. read the number out on on the top left corner, like it says on the IPDUSA website, and find a part that has your ABS ...

Ok, PROBLEM SOLVED

Apparently, the volvos do a self test at ~ 20mph. So after I took the car for a test drive (just to see how things were, after the disappointment), and it cleared itself out! IT HEALS ITSELF!

I ordered a new part instead of getting it rebuilt
Got it from IPD (ABS module)

I got this one: http://www.ipdusa.com/Volvo-SV70-1998-2000/Brakes/ABS-Control-Module/p-128-361-2216/
The number of the module that I pulled out = 9472650
The number that I got (new module) = 9472100

So they ...

Get yours rebuilt. It's the cheapest way to go and not difficult to take it out and put it back in. There are others but this is the guy that did it for me: http://home.earthlink.net/~vicrocha/ Cost is under $150 including postage.

I have never seen these vacuum hoses, any idea where in the engine bay I might find them? (figured I would ask this, before I go spraying starter fluid all around the engine bay)

Try the ignition switch first...when that goes all kinds of things go hay wire. After the switch (no pun intended) and if you still have the ABS/TRACS lights go on and off with accompanying odometer issues- this is a classic sign of a failing ABS module and you need to get yours repaired.
