Power steering making a "whining" noise when steering wheel deflected to left or right.

Fluid level normal.

Foam in reservoir when operating.

Suggestions for cause/fix?

Cruise Control drops out - around 10 times on a 12 hour trip - no warning. It can be reset after several engage/disengage and/or on/off toggles of the cruise control buttons.
