Reading the blurb again on the link I interpreted it as the exhaust cam with the cam sensor attached requires a rear seal. The inlet cam appears not to require one however for an S40 4 cylinder. 2001. It is indeed a bit confusing and strange but it would explain the absence of a seal previously and ...

Was the head skimmed when the head gasket and valves where re seated? One would have expected that to ensure the head was not warped when it was refixed.

Aside of checking the fuel pressure is at the correct 44psi check the IAT (intake air temp' sensor.)
If that is the problem it would explain the very rich fuel mixture you say you smell when it eventually struggles to cope with when it finally starts up.

If the engine temperature is above normal range the fan would and should come on to lower the coolant temperature. I am not familiar with the V70 fuel flap setup but on my 2002 V40 the flap is simply opened by hand externally when you fill up. (push the left side edge in and the right side pivots out on the hinge mechanism)

The pressure would drop down lower with an overnight rest period.

Or maybe the fuel pump itself? You should hear that operate when you switch ignition to position 1. for starting.

Have you checked the battery terminal connections and the ground connection.
A battery cable may be corroding or splitting under the external insulation causing poor connection.

Its a venting valve for removing excess air trapped in the coolant system.
If they are not treated gently and cautiously I believe they can come away.
They do actually help with burping the system although gently squeezing the hoses themselves helps push any air up into the coolant reservour also.

It's also critical for the 'O' ring seal to be located in the correct groove casting on the plastic filter housing for a proper seal.
Be careful not to over tighten the housing as they can split when older and that could be a leak source.

Coolant additives of course raise the boiling temp' above the normal 212 degrees F for water

Check the operating switch as stated above.
Also, is it possible to swap over the forward/backward electric motor units betwen the 2 relevant seats?
The clicking could be a stripped or badly worn drive gear not engaging inside the salvaged seats motor unit.

Try disconnecting your battery and hold the cars + and - leads together for about 15+ seconds.
It should reset the cars computer. ECM
Then reconnect battery and start / test drive to see if restored.

Engine turning over faster than normal may be down to very low or no compression?
Try a compression test.

There are versions of the boots about, (ebay I think) that has the boot in 2 pieces which makes fitting much more straightforward but I'm not sure personally of their overall durability and long term performance.

Worth you having a qualified machine shop check over the replacement head before you fit it.
Could be warped and a skim is well worth the expense. They can reseat the valves etc also so it's then good to just refit.

Could bad air locks be playing a part in this problem? When the coolant was replaced the system may not have been burped correctly. Windscreen wipers on several models that catch against the rear edges of the hood (bonnet) when it is raised or lowered.
Set way to close and one would have expected a modification on subsequent year models immediately.

Camseals blowing is often caused by excessive crankcase pressure. If the PCV system is beginning to clog up with sludge it may have caused (initially) that 1 seal to blow. You may encounter further camseal failures if the above is the cause and may have been wiser to replace all 4 camseals to rule t...

Is the oil dripping out engine oil or transmission fluid? Smell quite different and tranny fluid is reddish in color or a bit brown if dirty or burnt.
Remove the timing belt plastic cover and check for the potential engine cam seal leaking.
Check your tranny fluid dipstick for fluid loss.

When the engine is running at normal hot temperature and oil is circulating properly the 20 psi discrepancy may be less than what your readings indicate cold. For a few minutes removing the plugs and a teaspoon of oil in each pot, what have you got to lose? Maybe try resetting the ECM.

That might clear the stubborn old codes.

Did you attempt to clear the codes after cleaning the idle air control valve?
Some of those codes stored may be old fault codes as they are variable in nature.
I.e. evap emission control system purge valve, turbo wastegate solenoid, o2 sensor etc.
