What would be telltale signs that it is effectively the case?

Is it the number 4 fuse?
Also, what do you mean by 'cross the ecm out', is it not something affected by this fuse? Is it something I should consider as 'ok'?

Okay, Pin 1 has intermittent 12vdc when attempting to start the car, which from what I understand means that the ECU is telling the ign coil to fire. Pin 2 has about 5vdc on it when ign is on.
