disconnected fuel line at rail and no fuel coming out.

have a 1991 volvo 240. was not getting any fuel. i have changed the fuel pump and can hear it running when the key is turned , but still not getting any fuel. fuel filter was changed also and does not seem to be any restriction in fuel line. any ideas???? any help would be greatly appreciated.....
