The P1238 code is used for different things on different makes of cars. On Volvos, it's related to the Turbo Control Valve rather than the fuel-pump. No, you won't break the cable. If you tighten it too much, the brake shoes will rub all the time. Try two or three turns at a time and take the wrench with you for the first couple of trips afterwards. When I last over tightened the rear brakes started vibrating at about 70-ish. Is it power steering fluid? I recently had this spontaneously decide to leak from the resovoir. It ran down the inside of the wing and onto the subframe. It's much thinner than oil.

Could you tap into the trailer light circuit? (Ideally by just buying the correct cable/connector rather than splicing in.) If that's fused for a 21W incandescent bulb, that should support a fairly hefty LED array.

Took me two tries, about 4-hours each time. On the first attempt, I pinched an o-ring and it leaked oil, a lot.
