Install a new pump, belt kit and give it a try. Make sure to time it correctly by using a cam locking tool. Don't rely on cam marks only (ask me why). I was advancing mine 15-20 times because the cam gears were dialed in such way that even though I was spot on, in reality I wasn't.

Change that cap, it might be culprit. Plastic inside it might be in pieces and the system is not holding pressure.

Where do you get your oil, Wally World? If so, get rid of it. I've had a few cars misbehave with Walmart oil and once changed with same brand and weight from an auto parts store, things normalized. `You can check eBay as I see them all the time for sale. One thing to remember, the ETM has to come from a NA engine and not a turbo one, despite the part number.

I've done the thermostat on both S70s 98 and current one 99 and didn't have any issues with it. Both issues I saw were the thermostat leg breaking the spot weld on and staying open (fail safe ;) ) Oh, and if you're in the market for an OEM thermostat, get a Wahler, why? Nope, stock bottom end :) By the way, is there a reason you're after a 300-400 cell cat? I've heard people have passed inspections with a 200 cell and judging by my nose, I don't have to worry about someone in the back of the car smelling rotten eggs or un burned fuel. I could have gone the easy way...
