You need good fuel pressure (55 PSI) for good spray pattern. Test the fuel pressure with gauge adapter at the pressure release Schrader valve on the right side of the intake manifold. I would also replace the hose clamps. Those are starting to rust and can separate from rust. Cheap insurance and easier to work on new clamps. Get all stainless steel clamps if you can find them.

What fuel pressure did you find? Need about 55 PSI.
Spark should be strong and blue. Something electrical may still be wet. Is all of your wire harness well wrapped?

These Volvos need fully charged battery to start (13.5 Volts).
