I rotated (adjusted) the white cam that drives the damper. The white cam seems the stay put with friction. Some tape should work if it is loose. For other dampers without the cam setup, I would use a 9 volt battery to adjust damper motor, and then mount the motor with electrically disconnected. Bill

You have oil in the distributor. clean the cap and electrodes. The cam seal probably fell out, remove the rotor and take a look.
