I had the same issue except my wires were in great shape, thank goodness. I verified my starter was bad by running a jumper wire from the battery to the small wire terminal on the starter, applied 12V, nothing. Applied 12V to large red wire to the battery, nothing. I verified I had 12V on all batter...

Replaced all 5 Ignition coil packs. 99 V70 T5 202k miles

They are holding up great! Had them for over two years with no issues. No special bulbs, just remember you need bulbs for C70, vice V70 and you will be fine. Just a side note, C70 bulbs are way more expensive than V70 bulbs.

I purchased DEPO Jewel headlight assemblies for 2003-2004 C70 from Amazon. Direct fit, all glass, wonderful!

I replaced my CBV without removing the turbo. The bottom bolt was the PITA. Had to get under the car to removed it. The top two weren't so bad after the air box and duct that holds the PCV Nipple. Replaced the bottom turbo vacuum hose while down under.
