I checked with the local Volvo service dept. and they said 90 Ft Lbs all around...go figure. I didn't get into further details with him as he sounded indifferent about it.

I have had issues with the front dash 12 volt socket also and on your model year 2004 the fuse is #11 and is a 15 amp (according to the link below) p.145.
