You have to take the whole thing apart. It's not complicated and - AFAIR - doesn't require special tools, but it's time-consuming and tedious. Start by removing the radio, then all the pieces of plastic molding around the shifter handle and up the dash. Eventually, you'll be able to extract the heat...

Reporting success! :P Here are the steps and a few things I learned along the way. Lessons learned: - There are 3 light bulbs in the climate control unit, Volvo US (US ONLY!) part number 30618412, approx $18 each. - There are *NO* light bulbs to illuminate the buttons (such as the seat warmer or AC)...

Daniel - haven't gotten the pannel out (on tap for this afternoon), but learned the following from the my local dealer:
- bulbs around the knobs (fan, temp, direction) are replacable and cost about $19 year
- bulbs in the buttons (seat warmer, defroster, etc.) are NOT replacable

There's a spring that holds down the wiper arm. I am planning to replace mine. It hasn't been a priority - I live in Southern California, so I don't get to use the wipers all that much...
