If it is e.t.m. related would that explain why it revs up, settles down, then revs back up at constant pressure at 50% throttel

2000 v70xc Electrical
No codes, engine starts normal.It takes 30-60 seconds after starting, for the dash lights,heater,radio and mirror's to turn on and function. Then everything is normal. ? . Any ideas to fix that lag .
