Is that hose something I would have to order online or can I pick it up at a local parts store.

I have a 98 volvo s70 with the p0455 code, large emissions leak. Wile poking around I found this hose behind the rear passenger wheel. Could this be the problem??

my non turbo base s 70 has recently had problems starting, it cranks but it doesnt turn over. it only starts when it wants too. ( there is no outside problems causing it not to start. sometimes is starts in the rain sometimes it doesn't. it snowed and froze over but that was about 4 days before this...
