Turned out to be a very small, rigid vacuum line going to the manifold. Didn't see it due to it being inside a larger rubber vacuum line!

Finally was able to get a unit. Here are the codes.

I had the same thing happen to my 2002 S60 and contacted Volvo of North America. The car is in the shop and Volvo is covering the repair costs.
