Got it. Key was to hand sand use 400 then 600 grit paper to remove oxidation on the tapered portion of the hole in the block. Remove sanding residue with brake clean on a shop rag. Thanks can see where the weight of the turbo could help, but if the o ring isn't getting past the taper on the block its not going to seat. I polished the tapered section going to try again.
