When I remove the door panel and connect the cable to the door handle, the door closes and latches like it should.

Again, when I install the door panel with everything connected, the door will latch on the first try, but will not latch after that.

Both anchor points are working. With the door open, I can set the latch to the closed position and use the interior door handle to reset it to the open position.
