Follow-up. The fuse is/was not blown. There is no relay for this model year. Turns out the 'new resistor' I bought was defective. I ended up buying another new one after testing everything possible. Put a second new resistor in and boom, it's working. I'd summarize the likely causes as: 1. Bad Fuse ...

No it does not. I can spin the speed dial to any setting and it does not work. It also does not work in any of the 3 'man' like setting or any combination or 2-3.
