Any thoughts on this, not all the tappets are up, even a few pairs that are for the same cylinder. In a set of 2, one is up (resisting force if i push on it) and the other is down, shouldnt both in a pair be in the same position?

I already pulled the cam cover, it was one of those bolts that fell into the hole. I'll make sure but when it happened i was pretty sure it went there and i was taking a bolt out that was right beside the hole. So the cams, there was a slight bit cut out in a line on the journals, looks like welding...
