I finally installed the new voltage regulator last night, and it did indeed fix the power pulsing (and a few random O2 sensor type codes that I suspected were because of the low power). I don’t have a 10A charger...

What about hooked to another car’s (known good) battery with jumper cables — if I turn on the car then, and it’s still doing the pulsing, that would imply it’s the voltage regulator right?

Will do—thanks again IslandV70. As an update, if anyone is interested: I got a digital voltage reader like Oragex suggested: The battery voltage with the car off is indeed reading low: around 10.4V When I turn the car on and it is "pulsing," it is pulsing between around 10.8V and 13.8 or 1...

I think my multimeter is not giving accurate readings. I’m ordering a Bosch regulator and will check the battery after it’s installed.
