Well it turned out to be a hose above the tank that was cracked.

Actually the hose between the tank inlet and the fill nozzles has a seal. The seal gets brittle and cracks. I temporarily stopped the spillage using silicone, but that is not a permanent fix. Need to find a replacement hose fitting ...
