It's been half a year since I last posted on here. Since we've all been stuck mostly at home, not much has been happening to the car. I got a job detailing cars, but most of my money is going into investments for now - not much ROI on car upgrades. :/ But, with all that being said ...

Is this a valve to open the exhaust by bypassing the muffler? Goal to make more power or more noise? And it uses an electric actuator for the valve?

Moving allignment job aside will tear down and ruin your new tyres pretty soon.

You allready mentioned that you replaced hubs...all 4.
Did you took the car to allignment shop when you replaced tie rods?
Maybe allignment is out of spec.
The other thing which could make the problems you described are rear delta link bushings....which can change rear wheel's ...

There is nothing else what can make whining sound at the rear except the fuel pump.
