This can be over come
I packed the area around the rear seal with grease by removing the rear knock sensor and squirting grease through the hole. As the motor warms, the grease melts and lubs the bearing. Pump in about 150 ml grease. To save the bearing this must be done at first sign of noise.

Hope you got this fixed.. I've a spare, slightly used, counterbalance shaft plus a bearing. I was able to accomplish the job without special tools.

I spent considerable effort to made special tools to remove the counterbalance bearing shaft cover so I could replace the end bearing without removing bank 1 (1-3-5-7) cylinder head. Good idea.... if it is unable to grab the head.. because these things usually grab the entire shft.. I'd cut/drill off the tamper proof head, pull the bearing retainer up for removal, then use the stud extractor to remove the fastener shaft. Either way, it is necessary to remove both heads..

The problem is not that the water collects above the CBS cover plate, but within the cavity. The weep hole has to be inside the cavity.. water intrusion can be eliminated by sealing the plate to the cavity with form-a-gasket.
