I checked air filter and MAF sensor and they are very dry. So I don't think it is a SAS valve problem.
Does anyone have any other idea's?

So we had to disconnect the fuel injector wires and unplugged the eng speed sensor plug. I thought it may be from these connectors on these...

I went no NJ State inspection and my 98 V70 passed so I am happy

I live in NJ and just had the same problem, car had only 1 ready and the car passed inspection with no problem
