Popping in to hopefully save someone else this frustration.
I could not figure out getting the cruise control working after my manual swap in my '98 S70 T5, build date 08/97 (Sweden built car), and spent months looking for an answer.
Someone mentioned this to me on VS Facebook.
None of the 850 cruise control tricks seemed to apply to my S70.
All you have to do is swap the starter relay to one that has power to pin 87a.
To quote the post,
"The relay in there for the auto car, when not powered has 12V through to pin 87 (the one in the pic with a J on it). You need to swap it for one in the opposite state when not powered. Ie when the relay is unpowered, 12v to pin 87A, pin 87 not powered.
I found the perfect donor, a Volvo 240 central locking relay. (Bosch 0332204101)
You can just get one from the auto parts store though. They are a standard layout."
I used a relay I had with 87a from an 01 Ford Escape, also confirmed a Bosch relay from my 46 year old BMW 2002 works there.
Point is, these are a very common relay, European or domestic.
No clipping of pin 3T on the cruise relay is necessary, swapping the starter relay is all that has to be done to have cruise back!
