Are the fender brackets necessary? 850 -97

When I repaired my front fenders I did not make new holes for the brackets, they are very rusty and barely did anything before I repaired them as they where rusted clean off from the fenders. I wasn't planning on putting new ones back in, but I am starting to wonder now at the last minute if I ought to anyway?
