`99 S70 has the front release under the front edge of the hood.
If you are talking about the hood as in the post title, one of the latches is not releasing because there is not enough upward "tension" when the hood is closed. Pop the release , then go lift up on the hood lightly, then pop the inside latch again and it will release.
The fix is to adjust the offending latch downward about 1/16" using the 3 bolts that attach it to the side of the body panel . This is about a ten minute job.
