I was trying to replace my parking brake the other day and had a few difficulties. I had the rotors machined and was going to replace the parking brake pads as well. I re-assembled everything and then the rotors would not fit with the hardware. I realized while replacing the shoes the cable were stuck as well. I just ordered new cable and plan to try and replace the pads again. If the cable were stuck could this be the reason why the new pads wouldn't fit?
Any help would be appreciated!

It very well could be the reason depending on what position the cable got stuck in.If the cable were stuck could this be the reason why the new pads wouldn't fit?
If you can snap a picture of the actuator at the bottom of the parking brake assembly and post it back we can tell for sure.

So the new pars I ordered were for a V70 not a V70XC.... Have to be more careful when I go through ebay again. I figured out the reason was the cables because once the cables were out I could fit the new pads in. The other question I had was it looks like the cable was clamped onto the mechanism to apply the parking brake. Is this possible? At the junkyard I saw how most cable slide into the mechanism, but mine doesnt have it. I will try to post a picture but is this just on the V70XC and how would I connect the new cable?

The new cable should have a piece on the end that looks like the lower left piece on the picture. You can see where the old cable was cut or wore out. You need to drive out the pin that holds the cable end to the actuator, then connect the new cable end. The pin should slide out and back in fairly easily. When it's in position, it is held together by being inside the larger part of the actuator. After connecting the new cable, check to make sure the actuator parts move together easily. The part of the actuator that connects to the cable should move through the other part until about 1/2 inch of it is sticking out thru the other part.

I just replaced my ebrake shoes, and tried a set of Scan-Tech springs. In my opinion, the Scan-Tech springs are weaker than the originals. I stretched one beyond its elastic limit in just putting it on, and the spring ended up about 1/4 inch longer than it should have been. After that the spring wasn't strong enough to pull the shoes back into the proper position after pulling and releasing the ebrake. I went back to the original springs. So far taking mine out all my original springs are still good (knock on wood). I am going to get new cables tomorrow from the stealership and put it in with new pads. I have checked everywhere and almost all of the places I looked were around $50-$60 per cable except FCP Groton(who is out and wont get any for 3 weeks). I would like to finish it this weekend and it looks like going volvo is my only choice....Thanks for all the feedback guys! I will post some more pictures once I get it all back together!! Your replies are greatly appreciated!

For all of you guys doing a parking brake job on a V70XC I have a quick tip. If you break the little clips that hold the cable in the rear you can replace them. I broke mine and when I picked up my new cables from Volvo I asked if they had them ($10 each!!!) I had some old flywheel keys laying around from my go-cart. I rounded off the flat edge and put them in with a hose clamp. This is much stronger than the original and I used stainless steel for the clamps so I wont have to worry about rust. Also one other tip, the reason my old cables were junk is because of the joint where the cable is held down by a screw. I used some electrical tape and wrapped it around the cable to prevent any possibility of future rust in my cables. If you have any questions please feel free to PM me!! Good Luck Everyone!

Lee, thank you for taking effort to put together this excellent article. I was able to replace my S70 parking brakes, rotors. Although it took a while, but it was a $1200 savings, I am pretty happy that I was able to do it. I also took an extra effort to bleed the brake system.
One thing that I struggle with during the repair was the rear caliber. In my case, the caliber was connected via a metal brake line. When you took the caliber off, did you ever worry that you might damage the metal brake line?
I ended up going a different direction by disassemble the caliber which was hold together by four screws.
