Not sure if my two problems are related or not.
A week or so ago I turned the drivers side temp control down and it went past the lowest setting. Like the "stop" or limit stop broke. I can now turn it to 3 o'clock. It will also go past the highest setting. I assume the plastics inside broke. Dont remember using the fan after this which is why I am wondering if they are related.
Monday morning my heater/blower fan was set on high but blowing at about 1/3 speed. Worked for a while then just quit. Did the same again yesterday. Seems to work a while then stop. Setting the temp to auto or changing the temp setting has no impact on the fan working or changing speed. Will test again today and report back if needed. Did a quick search and did not find anything definitive.
When these motors go out do they quit completely. Is there a relay or diode that goes bad.

It sounds like the knob itself broke at the point where it plugs into the temperature adjustment control shaft on the controller. I have had some very limited luck gluing the knob socket back together if all of the pieces are there. The driver's side and passenger's side knobs are interchangeable so even if it is repaired you might want to swap them.
As far as the fan control goes you can't really tell for sure what is going on without a VIDA/DICE scan. It could be a problem in the control head, or the blower, or the power stage that varies the blower speed. I am going to assume that the AC and REC lights flash for a couple of seconds at startup. That is an error indicator although the flashes themselves don't give you any further information. A dealer could scan it for sure but I think many independent shops that do Volvo work have VIDA/DICE as well and they will likely scan it for a lot less money.
If you get real lucky another one of our members in your area has VIDA/DICE and will volunteer to scan it.

Any input on the iCarsoft i906 tool? $140 on ebay shipped. Wife drives a 06 XC90 with the 2.5T so could use it on her car as well.

I'm not familiar with the iCarsoft tool. The street price for VIDA/DICE is a fuzz less than that for the clones but it is strictly Volvo and won't do a thing for other makes. With two post '99 Volvos it might make sense for you to pick one up. There is a forum on this board that is all things VADIS, VIDA, and DICE with numerous suggestions on sources for units that work and setup help. Not all DICE clone units are created equally.
Whatever you do don't try to use VOL-FCR on a '99. I lied to VOL-FCR and told the program that my '99 was a '98 and I think it managed to corrupt my ECU. The car would rarely start after that incident and I had to get the programming cloned into another ECU to get the car to run again.
