I don't trust Lowe's Kobalt brand, they do have this set that seems like it would work:
Edit: Saw this kit in person and the wrench is only about 5" long, it is tiny and I seriously
doubt if it will work. There is a comment in user reviews saying that part of the wrench
is plastic and it broke:

I can probably find a T45 bit in the Irwin brand at a local hardware store but I'm not sure if that is any better:

By far the best tool for that pulley is an L-shaped torx. It doesn't even need to be high quality, the beauty is you can lever it into the torx head with one hand, then with the other you break loose the fastener. Put a narrow pipe over the end of the L handle so you can maneuver it comfortably with good leverage. Works great. You can pick up a set at an auto parts store for like $12, it is the only tool I use for that fastener.

Kobalt and Irwin tools aren't " top shelf" but perfectly decent for us weekend guys.

I had to boost over to Harbor a Freight last weekend for a 14 mm internal hex socket to change BMW differential oil, also discovering in process that my old discomfort with the smell of gear oil now breaks me out into full blown nausea...ugh.

Thanks everyone, the L shaped tool sounds good.

Can't get the T45 bolt out, even with a pipe extension on the wrench, hit it with PB Blaster and will try again.

There are many different ways of loosening the T45 bolt... I just wanted to offer up one method that has worked for me.

The short T45 on the far right is from a kit of three (T40, T45, T50) available at HF for $4.

The slim HF ratchet with a 'short' T45 bit works pretty well. I put a small pry bar behind the ratchet to press and hold the bit firmly in the T45 bolt.

I was at HF, asked for that type and we could not find them, I'll try looking it up online and get an
item number to try again. I have been using a pry bar but it is just difficult to get it all in there.
The T45 is not going in very deep, seems like only 1/8" or so.

Thanks very much!

Be really careful with the T45, you don't want to strip out the head.

I use a pry bar to lever in the torx, really crank it in there, then the pipe to turn it. It should not be very tight ... keep at it!

Thanks, yes that's why I'm asking, don't want to strip it.

I think I just need to crack the corrosion or whatever is holding it so tight.

Oops, I didn't pay enough attention to your actual question. Yes, it is only like a 1/8 inch recess. Do you have the replacement one to look at?

A pic from cn90 but also agreed with jreed, in the end there are several ways to skin this cat:
