Had some time to spend on this after the Sun set, so I decided to see if I have everything to make it work. I pulled two foglights, the double-wide grey HDL relay and a rear fog switch. While in the yard, I hadn't' read the Volvo pdf on this yet, so didn't realize there is a way to move the large connector brkt under the driver side dash, out of the way.
I hooked up the driver FL, swapped out the green for the grey HDL relay, made a jumper for the "213" jumper/bridge, then moved this large brkt aside on my car for a better view:
A few weeks ago when I first had a look without the brkt being moved out of the way, I saw the upside down "J" relay and thought "good..it's already installed." However, looking at this photo, I wonder. The instructions say to "install relay marked "J" from the kit in position 201". Counting left (204, 203, J, blank...), it looks like there should be another "J" relay, upside down, in the brown socket, correct?

Perhaps this is why I have no FL joy! I made a jumper to go into the empty green socket in the above photo per Erikv11's instructions. Unfortunately his photos are no longer with his post (http://volvospeed.com/vs_forum/topic/13 ... 13-jumper/). I plugged it in at 12 & 3 o'clock. When it didn't work, I thought I'd reversed up/down or left/right. After moving aside the cnctr brkt, I realized the top left position had no J-relay.
So I pinned out the REAR fog SW and the FRONT fog connector and made a few jumpers:
Looks like I'll need the J-relay to make this work, and a FRONT fog SW next time I'm in the yard.

The "J" relays are very generic. Any auto parts store should have the equivalent for about the price of admission at the pick-n-pull.

Decided to postpone the trip yesterday after looking up prices on both O'reillys & Advance: $$$.
Just came in from a JY trip (brutal heat this afternoon: 125°F solar heat index). Picked up several "J" relays for ~ ten cents each. No joy on the "213 jumper" though, but I'm not worried about that. Also pulled two FRONT FLSW's, some spare bulbs & a new right side mirror. Have to actually look up how to remove the mirror from the housing with cracking it.
Found no fog-compatible lower air dam inserts however.....hooking this up now should be rather straight-forward.

Thanks Erik. Confirms I did have the jumper in the correct place for the Euro-option.
With another J-relay installed in the upper-left-most-spot, a FRONT fog SW plugged in and the driver fog temp. hooked up, all is working! I'm probably the LAST 98 owner to install fogs, after owning the car for 18 yrs! Oh well....got her done now.
I'm going to polish out the glass pits, add a glass impact protection layer, & add a yellow filter before install. Still need to find those "short" air dam inserts & trim rings.
