It’s inspection time and I need rear brake rotors and pads. Also need to get my parking brake working as it is currently not working.
1. What’s the best deal going now on rear brake rotors and pads? Any good combo deals from the MVS vendors?
2. Is the parking brake not working something a non-Volvo shop can handle or is it a niche repair? I believe I read somewhere that it’s a very tricky job to get the handbrake to work. It’s relatively flat where I live and I don’t really ever use mine, but I get it has to work.

Parking brakes are dependent on the cables being good. If they are seized or broken then I can recommend NOT buying Pro-Parts Sweden cables. Cheap butt didn't work for me as they didn't fit (too short). As I couldn't find an alternate had to go with the Volvo OE which were expensive.
Hopefully the cables are goo, but check the shoe condition and have the shop roughen the inside of the parking brake shoes in the rear rotors.

Amazon Wagner Z820 Parking Brake Shoe Set, Rear $23
Discs seem to be excellent and are coated. Pads are very quiet and work well. Parking brake pads seem fine, are a pain to adjust properly, but that's Volvo's fault.
The Bosch pads came with more hardware than you will need. I would suggest you might also want to buy the hardware kit for the parking brake pads which includes new springs. The various bits clean up well with a wire brush wheel, but the springs may be getting brittle and might break as one of mine did. These is available from various sources including your local Volvo dealer.

While you do have to have the rear rotors off to attach the parking brake cable, it is not required for inspections on automatics in PA.
Was not a hard job though, I spent more time pulling carpet and center console to snake the cables.

Just bought all the pads, hoses and rotors for my '00 V70R from FCPEuro. Was considering RockAuto but I wasn't familiar with some of their part brands and have always been satisfied with the parts I get from FCPEuro.

Did FCP Euro have the rear rotors for the 00 V70R? I thought these were a 1 year option vented rotor on this model and obsolete?

No they don't work for the rear caliper. I did a thread on this a couple of years ago with a 'kit' Volvo used to overcome the issue as the calipers are also obsolete.
There is a company that is advertising on here with google ad that is based in California that claims to make rotors to a need. Although they don't list one specifically for the 00 'R' when you put in to buy their 'kit' it includes rear rotors which are supposedly made to OE or better quality.
