244 engine won't start, stalls sometimes

1983 244 gl. Now the engine won't start at all. I checked the plugs and they are sparking. One thing I noticed was that I could hear the fuel pump when it was running before. Now the fuel pump does not come on. I checked the pump and there is no voltage to it. The manual said to jump fuses 5 and 7 to see if the pump is good. I jumped the fuses and the pump does work. Then I checked the under dash relays. There is power at the relays 30, but no power coming out at terminal 87? I was expecting to hear the fuel pump come on to pressurize the fuel rail prior to hitting the starter. Would this be correct? I'm trying to figure out why the relays are not telling the fuel pump to come on? I haven't checked the tank pump, but I don't hear it either.
