Now, I have never been inside a 1989 740. However, the flasher switch in my 1986 740 GLE is above the turn signal switch and sticks out of the steering column pointing towards the left side of the car. The switch in your car, like the one in my car, should have the international "twin triangle" symbol on it. In any case, focus your attention around the steering column and I am sure you will find it. Let us know what you find.

that must be it.. there is a lightbulb sticking out there, but nothing else.. so the switch must've fallen off.

Your flasher switch is still there in the steering column. What you are missing is the red plastic light bulb cover. If you push in on the light bulb socket, it will pop out farther and the flashers will flash. Push it in again, and it will stay in and turn off the flashers. Those light covers are exposed to plenty of sunlight and yours probably disintegrated and fell off. Your nearest dealer should be able to find you a new replacement cover. The light bulb you see should flash when your flashers are on.
