Passing along a tip I just used.
I know this is a known problem on these cars, and a complete fix often involves replacing of a vacuum actuator under the dash, $75 for the part and LOTS of time.
I found this work-around that resolved the problem with $0 and 15 minutes (standing on my head under the steering wheel)

Which of those tips specifically worked for you? I have a '97 960 with this problem and am planning to dive in soon...

I pulled the yellow hose off the back of the only two sided actuator on the left side of the car, and plugged it with a screw. To be fair, this did not completely solve the problem, but it was a 90% fix.

Aha, thanks. 90% is better than 0%. Which functions do you lose when you do that? Do still get floor heat and windshield defrost? Recirculate?

According to the post you lose recirc. but I think my unit still runs better with the recirc button on. Just proves that I have only enough knowledge of this system to be dangerous.
