I have a 2007 C70 with 180k on it that has been sitting in the carport since octoberish.
Started running it again this week and noticed she loses power briefly for a split second at about 2.2k rpms - like someone pushing down the clutch for a second. The car doesn't really break stride, but you feel a quick dip (she's a manual, so it's not an automatic bad shift). The power seems okay until 3k rpms, where the power drops drastically, immediately, and while it keeps 'accelerating', it's quite sad and a lot of noise for not much performance.

Then on the second day it went into limp mode with no acceleration on the highway - dropping speed down at pretty much friction rate. Started it again on the side of the road, and it let me drive after turning the car off.

Codes are:
ECM-6814 (turbocharger control system signal too high)
P2281 / ECM-640D (turbocharger control system signal too low)
P0607 / ECM-9800 (ECM torque signal fault).

I'm thinking ECM is bad, and I have a 2011 C30... can I swap it to test instead of buying one, or is it too updated to do that?
Also, any extra input on the issue I'm facing would be appreciated.

No. The anti-theft functionality of late model Volvos, common to all makes these days, does not allow ECP swapping without download. The Volvo system, like many others, doesn't support used module installation. Before you go too far with other things it would be a good idea to check the crankcase vent check valve on the turbo where the vent line attaches. Also a turbo inspection to see if the compressor wheel has damage. These two items can lead to the codes and behavior you describe.

Can you show your VIN first? Actually, there is possibility to replace ECM to used unit, but we cannot answer fully on your questions, because not enough info about car.

My goal here is to avoid blindly buying a new or used unit since I don't know it's broken for sure, which is why I was asking about a swap between two cars I already have next to each other in my possession.
I don't have the VINs here with me at work, but they're both 2.5L turbo T5's. The C30 is the R-Design, the C70 is just a C70. Just a year range gap that would indicate possibly different computers. I'm curious, what info would the VIN provide that you're looking for in this case?

Thanks Jimmy. I'll definitely give the turbo a once over. I hadn't done that because I read online that seeing both high a low codes together didn't make sense, so it could be something else causing it.

Unfortunately, I cannot say exactly about swapping ECMs between 2007 and 2011 P1 platform.
On your car most likely installed ECM (2007 - 2008) with 30650454 part number (Engine B5254T3), on c30 2011 (2009- 2013) - 31286085 (Engine B5254T7) I beleve. I never tried to swap this modules, but I think that not good idea. However, there is a chance it can work correctly after reprogramming. ))) If you are ready to risk.
There are 2 differnt part numbers (sometimes, the show it for sale only), but more impotant what is inside, if inside there is same PCB, same components, same topology, like in original module, it will work like original module.
