Volvo ebay seller sending empty boxes

I purchased a Volvo switch for $3usd about 3 months ago from a seller in the states. Switch arrived in a padded envelope but was undamaged have since noticed the same item re-listed again. Its possible seller has another switch and is using same photo to save time but reading sellers feedback it appears random items and even empty boxes have been posted..

"This scam artist sent me 2 used eBay bags filled with newspaper and no relays which I ordered. Since I ordered them at separate times and separate billing there is no way this was an oversight. I got two separate shipments of empty bags with newspaper When I contacted them I got no response. Buyer beware but after a few hours of effort I finally got in touch with eBay to let them know what happened. Sad that it wasn’t worth the 24$ he tried to scam me for"
