Help obd voltage

Hi got couple problems with my 02 d5, previous owner replaced injectors and inter cooler but still got loss of power and black smoke even on idle. and cant get any software to talk to it. on checking pin 7 has less than 1v when off and 12v when on? is this normal?

The best bet is using VIDA/DICE, so dealer or an independent VOlvo shop should be able to help you.

The K-line (pin 7) is a communications line, so with an oscilloscope you should see a waveform on there. Not sure if you can tell anything with a voltmeter.

Ive tried launch . Snap off and 2 different autocom.
Nothing talks to car.
