Every Volvo Serp Belt I have done, releasing the tensioner wrench results in some travel. So it shouldn't be bottomed out.
If the belt is too short it will wear quicker and put added stress on your harmonic balancer, PS pump, A/C, and alternator. You don't want this as any of these will cost you dearly.

The key to answering that is now close is it to going on? The last attempt before it damaged the pulley, it was mostly on the pulley but we were unable to fully seat it. Two sets of hands trying to pry it on were unsuccessful.

The grooved pulleys have the highest resistance to belt slippage, another reason to try to slip the last part over the smooth tensioner wheel.

Not all grooves were on.
So you would recommend attaching to the tensioner pulley last? I'm also going to get myself a beefier torx setup so I can hold the tensioner back with more ease.

UPDATE
Went to O'Reilly's, bought their belt, SLIPPED RIGHT ON. Smooth as butter. Never using Autozone again.
Now the question is, is the chipped pulley a no go.

Lets see some pictures. Take a careful look at the plastic to make sure you can see ALL of the cracks, not just the big ones.

DO you have the piece that broke?
I would JB weld it back on from the outside, and run that puppy to Minsk like that.
IF you don't have it, remove belt, remove plastic burr from edge of broken pulley, run belt, and inspect belt for edge wear
First hour of operation
Daily for a week
Weekly for a month
Every oil check thereafter.
