I was thinking along the lines of monofilament line tied to to the lock and routed so that it pulls the lock and pushes down the plunger. The other end of the of the monofilament line secured so that it stays in place.

If all is done well, one would only need pull on the monofilament line to unlock and unlatch the tailgate.

Maybe shock cord to pull down the plunger and then a small hole and a knot on the tailgate trim?

I’ll be able to do more when I have it all apart

I’m just tickled I got the damn think open without destroying the panel.

Looking at the pictures ... Tie the monofilament (Fishing line) to the white part, route the line across the top of the plunger then down. Pull down on the line. I'm thinking this will move the lock then push down the plunger.

If it work, take the loose end to the lower end of the tailgate and feed the line through the tail gate. Put something on the end of the line to keep the line taut.

After that, to unlock and unlatch the tailgate you just pull on the line.

The order is important. The white lever has to be pushed over before the plunger comes down or else the plunger will foul the latch release. I think it makes sense to have the emergency line open the tail gate , not just unlock it

Also useful when kidnapped in the back of your own V70 being taken for questioning, when coupled with this skill set..

Well this one is fun...

Got latch out, three T40s and one plunger rod disconnect.

Tested lock solenoid with 12v and it locks and unlocks with reversed polarity

Wire trace back to the REM connector F8 F9 , yellow and gray, can’t detect voltage on double click of trunk button, I can hear the REM relay pull in for about one second. I think my Fluke samples one per second so I might be missing it

Final test, applied 12V to the wiring on the REM removed. No joy at solenoid!

It looks like the tailgate harness syndrome might infect the P2?

Final diagnosis - open connection between F8 and F9 wires, both of them, between REM and the solenoid on the latch - somewhere between the REM and the tailgate there is a wiring fault. Purple wire F2 tests good.

Clarifier on operation the P2 tailgate

The handle is mechanical, the lock solenoid only operates electrically. My lock solenoid is inop, so if I lock it, I cannot get the tailgate open easily

You can solve this problem by replacing the latch & solenoid with one from a V70 equipped with a third seat. This latch has the rod with the knob that allows manually locking/unlocking from the inside.
