You might have better luck in the S60 section.

I have the very same problem on my 2001 V70 T5.

Unfortunately I don't have any fuse with number 30 (in other words, there is no fuse holder with no.30).
Also check any legend for the fuses you can find.

You ever find an answer to this question? I have the same problem with my 2005 S60. I do not believe it can be the fuse, as, if I understand correctly, the rear and front sockets are on the same fuse. Neither of mine were working, and I replaced the fuse (it was located in the fuse box underneath the steering wheel, behind the first panel). The fuse was burnt, and replacing it brought the rear socket back up. But the front still does not work.

I think I have to replace the front. I removed the console trim to get close to the socket, but I have yet to figure out how to get the front socket out--to check the wiring and/or replace the socket. Anyone have tips? Can I pull or twist it out, or do I need to get into the rear of the console? Easy way to do that?
