I tend to agree. I spoke to my local Volvo dealer and his view was that you would be able to pull the belt out. I have the top of the casing removed and whilst the belt feels a bit slack - it feels to have an inch of movement - I don't feel that it's broken. I'm not sure how much movement there should be (I'm waiting for my Haynes manual to arrive). The Volvo dealer can't tell when the belt was last changed although on the engne sticker it suggests the belt was changed 3.5 years/ 30,000m ago.
